This position supports the Public Works Department through procedure and policy development, contract and project management, and assistance with program implementation.
The work performed requires considerable independent judgement and problem solving of complex problems in accordance with accepted municipal public works practices as well as departmental regulations.
Duties require a high level of technical proficiency in municipal public works as well as project management and administrative skills.

Provides complex, analytical assistance to the Department in the resolution of issues and the development of policy; reviews, analyzes and evaluates various issues; determines methods and procedures to be followed; develops and recommends programs and appropriate revisions based on analyses.
Provides research and analysis of new services and technologies, conducts feasibility, cost analysis, and management studies, and develops standard operating procedures.
Serves as project manager in the development of specified programs, projects; facilitates policy and procedure development.
Participates in the development of policy guidelines, decisions, program work plans, goals and objectives.
Serves as the accreditation manager for the Public Works department; ensures the department maintains compliance with APWA standards.
Facilitates project team meetings or staff meetings as needed; serves as trainer for departmental procedures and systems; facilitates interdepartmental staff teams for process implementation.
Tracks and monitors projects within the assigned department.
Analyzes resources allocated to projects and continuously updates project progress.
Serves as liaison to project managers, and others involved, to keep projects on track.
Gathers, assembles and analyzes data; participates in budget development; sets priorities and arranges conferences with concerned individuals; compiles information for statistical, financial and budget reports; drafts documents including agenda bills, contracts, ordinances and grants.
Oversees and assists with contractual and procurement services for the Department; monitors contracts for compliance; reviews invoices and facilitates payments; closes out contracts.
Represents the City on inter-jurisdictional and regional work groups and task forces:
serves as professional resource to various organizations and committees; attends and participates in professional group meetings; attends and participates in City Council meetings and other public meetings, including open houses, public information meetings and public hearings.
Represents the department at meetings and conferences as assigned.
Participates in public relations activities in support of the Department.
Monitors, tracks and reports progress against goals.
Performs related duties and responsibilities as required.
Qualifications A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
Four years of increasingly responsible public sector administrative and analytical work experience.
Education and Training:
Bachelor's degree with major course work in business administration, public administration, accounting, finance, economics or a related field.
Licenses or Certificates:
Must possess, or have the ability to possess within one month of hire, a Washington State Driver's License.
Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.

The employee occasionally works near traffic and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock and radiation.
The noise level in the work environment is usually low to moderate indoors and moderate to loud outdoors.
This position works a regular schedule, however, incumbents may be called in to work in emergency situations.
Some travel may be required and incumbent may need to attend City Council, City boards and commission meetings on occasion.

The check will bounce and the victim is left responsible.
